The ground required by M. Stephenson
is about 200 yards from the Naval Stores, which are considered the westward boundary of the Town, and three quarters of a mile from
the Premises of Messrs. - Jamieson, Smith + Co., a wealthy and highly respectable firm paying for the ground occupied by them an annual rental of £341, 17s per acre... If the proposal of Mr. Stephenson to pay only £10 per acre were
acceded to, the firm above mentioned would naturally be dissatisfied-, as would also
other owners
of land
in the Colony; at
the same time considering the nature of the
locality required, I am fully of opinion that it is not even worth the sum
fixed by the Surveyor General, and that when put up to public competition, it would be more equitable to fix the upset-price at £100,
